Students Advisory
Council Constitution
(in effect starting in the
1997 - 1998 school year)

The Students Advisory Council, heretofore referred to
as the SAC, shall consist of the following members, who are elected by
the students of Uxbridge Secondary School, heretofore referred to as USS,
unless otherwise noted.
The Executive
President:
-
Shall chair all SAC meetings.

Shall be the representative of the SAC at all official functions.
-
Shall represent the SAC on all extra-school councils
-
Shall, along with one of the two junior
reps, represent the students on the School Community Council.
-
Shall, along with the Vice-president,
sit on all committees.
Vice-president:
-
Shall, along with the President,
represent the SAC on all extra-school councils
-
Shall, along with the President,
sit on all committees.
-
Shall represent the SAC if the President
is unavailable.
Secretary:
-
Shall keep minutes of all meetings, which shall be distributed
at the next meeting, added to the SACs web-site, and added to the SAC
binder.
-
Shall prepare a written agenda for all meetings.
-
Shall prepare a monthly calendar for distribution at the
first meeting of each month.
-
Shall maintain the SAC binder.
-
Shall be the only member of the SAC to use the photocopier.
Treasurer:
-
Shall be responsible for keeping the books for the SAC.
-
Shall be the only member of the SAC to sign for cheques,
transfers and deposits.
-
Shall present a Treasurers report to council at every meeting.
-
Shall maintain a petty cash fund of $100.
-
Shall be the only member of the SAC to remove and replace
the cash boxes from the office.
-
Shall serve as the Treasurer of all committees.
Other
Voting Members
Fundraising chair:
-
Shall be responsible for, along with the
Treasurer, arranging and running all fundraising activities.
-
Shall assist the Treasurer in any
way needed.
Advertising: ( Two Members)
-
Shall be responsible for advertising all Events arranged
by the Department of Events.
-
Shall make the morning announcements daily.
-
Shall update the pixel board weekly.
-
Shall update the bulletin board monthly.
-
Shall update the SACs website to reflect all current and
upcoming events.
Junior Representatives
(Two Members)
-
Shall consist of a first year and second year student.
-
Shall represent the interests of the Junior grades on the
SAC.
-
Second year student shall, along with the President,
represent the students on the School Community Council.
Spirit: (Two Members)
Athletics: (1 female member,
1 male member)
Dance: (Two Members)
Non-Voting
Members
Student Advisor (One Member):
-
Appointed at the discretion of the President
-
Must have at one time been a member of the SAC.
-
Must qualify as a Candidate, as outlined in the Elections
Procedures and Regulations bill.
-
Shall assist the executive in any
way required.
Staff Advisor:
-
Shall function as a liaison between the Staff and the SAC.
-
Shall, along with the SAC Treasurer,
have signing power for cheques and transfers (but not deposits).
-
Shall be present at council and committee meetings to give
information regarding school and board policies.
Committees:
Ad-hoc committees shall be formed at the discretion of
the President. The following standing committees shall be maintained: Dance,
Prom, Athletics,
Spirit and Clubs.
All standing committees shall be made up of 2 to 8 non-SAC
members, chosen from a list of candidates by the Chairperson and the President
or Vice-President.
A 1 to 1 ratio of junior and senior students must be maintained on all
standing committees, save for the Prom committee.
Ad-hoc committees shall consist of a membership deemed appropriate by the
President and the Chairperson.
The SAC Treasurer shall serve
as Treasurer of all committees. The President
and Vice-President shall be members of all
committees. A Secretary shall be chosen from the membership, who shall
prepare written agenda for each meeting, and keep minutes of each meeting
to be added to the SAC Binder.
The SAC President is the Chairperson
of the Clubs Committee. The SAC Fund-Raising chair
shall be a member. The SAC Treasurer shall serve
as Treasurer of the Clubs Committee. The rest of the membership consists
of representatives of each of the Clubs. Only organizations
designated as Clubs may have a representative on the
Clubs Committee. Only members of the Clubs Committee are eligible for grants.
The Clubs Committee shall meet every two weeks, with
minutes recorded and posted by the Club Secretary, who is chosen by the
Chairperson.
Fundraising is coordinated, as well as meeting times.
No club may run a fund-raiser not previously registered
with the Clubs Committee.
Dance Committee:
The Dance Committee shall be chaired by the members of
Dance, elected by the students of USS.
The Dance Committee shall be responsible for organizing
all aspects of the dances, the dates for which shall be determined by the
SAC no later than the end of June of the preceeding school year . Dances
shall include, but shall not necessarily be limited to, a September dance,
a Halloween dance, a Christmas dance, a Valentines Day dance, and a Spring
dance (can be Junior Prom). All DJs must be booked at least 2 months before
each dance.
Prom Committee:
The Prom committee shall be chaired by the members
of Dance, elected by the students of USS.
The Prom Committee shall be responsible for organizing
all aspects of the Senior Prom.
Athletics Committee:
The Athletics Committee shall be chaired by the members
of Athletics, elected by the students of USS.
A Staff Advisor, which must be different than the
SAC Staff Advisor, must be chosen to attend all Athletics Committee
meetings.
The Athletics Committee shall be responsible for
organizing all aspects of Athletic teams at USS, including distributing
funds.
Spirit Committee:
The Spirit Committee shall be chaired by the members
of Spirit, elected by the students of USS.
The Spirit Committee shall be responsible for organizing
all aspects of Spirit events at USS. This shall include, but shall not
be limited to, Spirit Week (name is subject to change) and theme days.
Clubs:
An organization shall be deemed to be a club provided
each of the following criteria is met:

the organization has a staff supervisor.
-
all members of the organization have student cards.
-
no member of the organization owes chocolate money after
the return deadline.
-
no member of the organization owes materials to the school.
-
the organization has a representative on the Clubs
Committee.
-
the organization is not designated as a Class (outlined in
the Course Calendar)
or Team (outlined in Constitution).
Teams:
An organization shall be designated a team provided each
of the following criteria is met:
-
the organization engages in extra-school athletic activities.
-
all members of the organization have student cards.
-
no member of the organization owes chocolate money after
the return deadline.
-
no member of the organization owes materials to the school.
Binder:
-
Shall include the minutes of all SAC meetings.
-
Shall include minutes of all committee meetings.
-
Shall include all treasurer reports.
-
Shall contain detailed synopses of all Events, generated
by each Committee.
-
Shall be kept in the SACs office.
-
Shall be amended only by the SAC Secretary.
Appropriation
of funds:
Budgets must be drawn up by the SAC
Treasurer, in consultation with the SAC
President, and approved by plurality vote of the SAC for all major
Events.
All expenditures outside of pre-approved budgets and the
range of petty cash must be approved by a plurality vote of the SAC. No
vote shall be taken if the SAC Treasurer
is not present.
A petty cash fund shall be maintained by the SAC
Treasurer. Cash distributed to a member must be returned, or a receipt
with the equivalent.
Removal
from Office:
Any member of the SAC who misses more than two pre-scheduled
meeting without notice will be subject to an automatic vote of removal.
A vote of removal may be taken at the discretion of the SAC
President for any reason. If two thirds of the voting members vote
to remove, including 100% of the Executive, the
member is removed. In the case of the SAC President,
the Vice-president may call a vote of impeachment.
100% of the voting members must vote to remove. A replacement for the member
being removed must be selected within two weeks. A general announcement
must be made to submit applications. A plurality vote must be achieved
to ratify any member whom wishes to replace an officer of the SAC.
The Principal has veto power over all removal orders made
by the SAC.
Amending
Formula:
For this constitution to be amended, the proposed amendments
must be presented to all voting members of the SAC. At least 3 days later,
a vote shall be taken, where 100% of the Executive,
and a plurality of other voting members,
must be taken for the amendment to be made.
Supporting documents may be amended by a majority vote
by the Executive.
Elections:
Those procedures outlined "Election
Procedure and Regulations bill" shall be followed.
Bills:
Bills must be presented to the SAC, and must be approved
by a majority vote. Bills must be presented in order for the SAC to set
any policy, take any action, or appropriate any funds. The Principal has
the right to veto any SAC Bills.
Election
Procedures and Regulations Bill
A call for nominations shall be made one week prior to
the first day of campaigning. Nominees must complete a nomination form,
obtained from the Staff Advisor. The campaigns officially start at 7:00
am on the announced first day of campaigning.
1. Positions:
-
The Treasurer and Fundraising chair run as a pair.
-
Either the Presidential or the Vice-Presidential candidate
in each pair must have at least one year of experience on the SAC
in any position.
-
The Secretary is elected individualy.
-
The Grade 10 Junior rep is elected at the same time as the
rest of the SAC, while the Grade 9 Junior rep is elected in September
of the following year.
-
The Grade 10 Junior rep is elected by the entire school,
while only juniors (grade 9 & 10) students elect the Grade 9 Junior
Rep'.
-
All remaining departments are elected in pairs.
2. Candidate Criteria:
-
Must maintain a minimum 70% average during the current school
year (calculated using final semester one marks and mid-term semester two
marks).
-
Must have adequate attendance (determined by school administration).
-
For all positions except Junior Rep', must have 16 credits
at the end of the current school year.
-
For Junior Rep, must be in the school year they wish to
represent.
3. Those interested in running for office must sign proper
nomination forms, obtained from the staff advisor.
4. Current SAC executive will act as a candidate search
committee as deemed necessary by the Executive.
5. Current SAC will hold a pre-campaign meeting to provide
information for candidates.
6. Total campaign expenditures for any campaign shall
not exceed $75.
7. A detailed report of all campaign expenditures shall
be presented to the Staff Advisor at the end of the campaign, with receipts
for all expenditures.
8. Poster rules:
-
No posters may be posted before the official start of the
campaign.
-
Gender, sexual, religious, and slanderous comments are not
allowed.
-
Photocopied posters are not allowed.
-
Tape may not be applied to painted, plastered or dry walled
walls.
-
All posters must be removed within 20 minutes of the end
of school on the last day of campaigning. end of the campaign time.
-
Posters may only be placed in the "caffeteria hallway".
-
Posters may NOT be placed on the floor.
9. Speech rules:
-
President and Vice-President speeches shall not exceed
3.5 minutes.
-
All other position speeches shall not exceed 3 minutes.
-
Speeches must be submitted to the SAC executive for approval
prior to dissmisal time on the day prior to the Elections Assembly.
-
Candidates must deliver their speeches themselves.
10. Campaigns shall last for four days.
11. No stickers may be distributed as part of a campaign.
12. Complaints about election procedure infractions must
be made in writing, with evidence or witnesses to the Staff Advisor on
or before the Monday following the election.
13. Rules for the use of food in the gym must be followed.
14. Nothing may be thrown during speeches.
15. Voting:
-
All students at USS are entitled to, and are limmited to,
one vote for each position.
-
Voting shall take place immediately following the candidates'
speeches, in homeroom classes.
-
All members of the current SAC who did not actively participate
in any campaigns are elligible to count votes.
16. Failure to adhere to the above regulations will result
in disqualification.
